Pokémon LEGEND are one or two Pokémon comprised of two different cards: the first is the top half of the card whilst the second is the bottom half of the card. Pokémon LEGEND always have LEGEND at the end of their names and, as a result, differ from their regular variants. However, both halves of the card have the same name, so only two copies of a complete Pokémon LEGEND card can be used in a deck. During gameplay, Pokémon LEGEND cannot be played during setup and are exempt from anything that affects Basic Pokémon or Evolution cards, though anything that affects Unevolved Pokémon will affect Pokémon LEGEND. Both halves of the card must be played to the Bench at the same time, and count as one card while in play. Outside of play, each half is treated as a separate card.
Sono stati introdotti per la prima volta nell'espansione {{TCG|HeartGold & SoulSilver}} e rimpiazzano i {{TCG|Pokémon LIV.X}}. Le carte Pokémon LEGGENDA raffigurano uno o due Pokémon e si dividono in due carte: la carta che rappresenta la metà superiore e la carta che rappresenta la metà inferiore. I Pokémon LEGGENDA hanno sempre la parola LEGGENDA alla fine del loro nome, proprio per differenziare queste carte dalle loro varianti regolari. In ogni caso, entrambe le metà di queste carte hanno lo stesso nome, quindi un mazzo può contenere solamente due copie di un Pokémon LEGGENDA completo. Le carte Pokémon LEGGENDA non possono essere giocate nella fase di "setup" che precede il primo turno della partita; inoltre non sono affette dalle regole usuali che vincolano i Pokémon Base o Evoluzione, ma sono eventualmente influenzate da qualsiasi effetto mirato ai Pokémon non evoluti. Entrambe le metà del Pokémon LEGGENDA devono essere giocate insieme nello stesso momento e, finchè sono in gioco, sono considerate come una sola carta. Fuori dal gioco, ogni metà è considerata come una singola carta.
 
In termini di design della carta, l'artwork dei Pokémon LEGGENDA occupa i tre-quarti dell'intero spazio e l'intera carta è olografica. Il testo della carta è posizionato nella metà inferiore della seconda carta ed è spezzato come se fosse spinto dall'illustrazione. Tutte le carte Pokémon LEGGENDA sono illustrate o co-illustrate dal "mago" degli effetti speciali Shinji Higuchi.
 
In terms of the design of a complete card, the illustration takes up three-quarters of the entire space, with the card text positioned around it on the bottom half of the second card, broken into pieces as if the text was being pushed aside by the illustration. All Pokémon LEGEND are either fully illustrated or cooperatively illustrated by special effects wizard [[Shinji Higuchi]], and are the only cards to display the illustrator name in both English and Japanese.
